										<content:encoded><![CDATA[<p>What does Oracle&#8217;s recent launch of a cloud region in Casablanca mean for Africa&#8217;s digital landscape? This initiative is a crucial step towards addressing the continent&#8217;s significant data center capacity challenges.</p>
<p>Africa, home to about 19% of the world’s population, currently holds only 0.6% of the global data center and computing capacity. As demand for data center capacity on the continent is projected to rise to two gigawatts by 2030, an investment of at least $10 billion will be necessary to meet this growing need.</p>
<p>The combined installed capacity of Africa’s top five markets is under 500 MW, which is less than what France had in 2024, estimated at around 800 MW. In this context, Oracle&#8217;s new cloud region is a significant development.</p>
<p>Oracle&#8217;s cloud region in Casablanca aims to support AI and digital innovation, providing access to advanced cloud computing solutions. This initiative aligns with the broader goals of the European Union&#8217;s Gaia-X initiative, launched in 2020, which seeks to establish a secure and interoperable data infrastructure.</p>
<p>Kashifu Abdullahi, a prominent figure in Nigeria&#8217;s digital landscape, emphasized the importance of cloud technology, stating, &#8220;If digital is a lifestyle to us, then cloud is the oxygen to sustain it.&#8221; He further noted the need for African nations to control their digital infrastructure, saying, &#8220;We need to own and shape and control the oxygen to sustain our lifestyle.&#8221;</p>
<p>Adil Al Youssefi, another key voice in the conversation, remarked, &#8220;Fifty-four African countries cannot build individually. But we also cannot import the solutions from outside. We have to craft our own solutions there.&#8221; This highlights the necessity for local solutions to meet the continent&#8217;s unique challenges.</p>
<p>In addition to the Casablanca region, Oracle plans to open a second public cloud region in Settat, Morocco, further expanding its footprint in the region. This move positions Oracle as the only hyperscaler capable of delivering over 200 cloud and AI services via a public cloud.</p>
<p>The opening of the Casablanca cloud region is seen as a major milestone in Oracle&#8217;s commitment to supporting Morocco’s growth and its ambition to become a regional hub for AI and digital innovation, as noted by Cormac Watters, a senior executive at Oracle.</p>

Demos Kyriacou, a representative from Wingu Africa, stated, &#8220;WCX is a game-changer for African businesses. We are delivering secure, compliant and scalable cloud solutions built specifically for local needs.&#8221; This initiative aims to enhance the technological infrastructure available to businesses in the region.</p>
<p>However, the launch of this cloud service coincides with troubling financial reports from the Public Officers Medical Scheme Fund, which has raised concerns about transparency and accountability in public health financing. The fund reported a total income of KSh 6.5 billion, but KSh 5.3 billion of this amount could not be reconciled with supporting documentation. Furthermore, KSh 6.34 billion in payments could not be verified due to missing claims records, invoices, and schedules.</p>
<p>In addition, KSh 994 million in payments was identified that could not be linked to any verifiable claims, contracts, or supporting documentation. These discrepancies highlight significant issues within the fund&#8217;s operational framework, which has been criticized for lacking a comprehensive policy governing benefits, claims processing, eligibility criteria, and provider payments. Audits have indicated that over KES 4.2 billion in expenditures lack sufficient supporting documentation.</p>
<p>Moreover, nearly KES 850 million was disbursed to medical facilities without corresponding service delivery reports, raising questions about the effectiveness of the fund&#8217;s management. Administrative processing times for critical health interventions have increased by 45% compared to the previous fiscal year, further complicating the healthcare landscape in Ethiopia.</p>
<p>The Public Officers Medical Scheme Fund operates within the new Social Health Authority architecture, which is designed to reorganize public-sector medical cover for 123,728 principal members into a centralized universal health system. However, the integrity of both income and expenditure streams remains uncertain due to inconsistent and unreliable membership data. Details remain unconfirmed regarding the effectiveness of the new Social Health Insurance Fund in addressing the issues of the previous scheme.</p>
